I'd be interested to know why it's lacking - the author is apparently there on the ground, but they didn't make any suggestion as to what's causing the shortage.
A functioning import supply chain exists to stock the pharmacies, so why not add a few crates of sunscreen to the next order? Too expensive? Lack of demand (despite what the article suggests)? Import restrictions? Shelf life? There must be some underlying reason here.
