    I think not getting paid to review or be an associate editor is fine if the articles are available for free and the submissing process is free. (To be clear, I'm not arguing with TFA; I think it agrees with me here.) I've down a few peer review and it's a lot of work. Sometimes I got paid indirectly (my boss said reviewing papers was part of my job) but sometimes I did it on my own time. It's a lot of work, and doing it for free makes you feel like a stooge. But I'm early enough in my career where it's good to suck it up to keep my name circulating in the community (at least among editors, as reviews are anonymous).

    Whenever stuff like this comes up, I like to point out my favorite idea for a modern journal. I hope.more communities do this, but in mant cases there's not much incentive.
