    This is not a question of vouchers, or charter schools, or school choice.

    This is a fairly unique situation to Maine (and Vermont) where the applicable district school doesn't exist, and Maine still has the responsibility to provide children in those areas with an education, and how Maine has set itself up to deal with that.
