It mocked the Soviet bureaucracy, and the fact that you had to collect quotes (справки: the papers that certify that you are X, have (no) Y, or were never Z) for every single goddamn thing. "And what if you're a camel?" - "But I'm not a camel!" - "Prove it, then!"
