    Reminds me of an old Soviet humor routine: "Prove that you're not a camel". Can't remember who came up with it. It mocked the Soviet bureaucracy, and the fact that you had to collect quotes...

    Can't remember who came up with it. It mocked the Soviet bureaucracy, and the fact that you had to collect quotes (справки: the papers that certify that you are X, have (no) Y, or were never Z) for every single goddamn thing. "And what if you're a camel?" - "But I'm not a camel!" - "Prove it, then!"
