    By "Unofficial, informal proposal", I mean that, according to this article, the guy in the title managed to show this somg or at least his lyrics to a high profile EU member in a CD (this all happened in 2004), which is as similar to fanmade remixes of game music than formal proposals of national anthems. Regardless, the official EU anthem is an instrumental of An Ode To Joy (although this anthem is sung to that tune), and I would imagine that wouldn't change any time soon for linguistic reasons.
