This specific Pravda (meaning "Truth") is from Ukraine, see the .ua domain. It's still propaganda so read it with a dose of scepticism. Propaganda doesn't have to be false though and it appears...

If you ask me, it's about time for a red line. There hasn't been a very clear line in the sand Russia can't cross and that's what allows them to continually prod and poke and provoke up to destroying a dam without repercussions.

I believe this is Ukraine pravda, a different animal. I went through a similar realization a short while back.
