    Isn't Pravda the state run newspaper for the USSR? They're still around? Wacky. I did a quick look for another source and the best I found was yahoo news which directly called out this article....

      This specific Pravda (meaning "Truth") is from Ukraine, see the .ua domain. It's still propaganda so read it with a dose of scepticism. Propaganda doesn't have to be false though and it appears...

      If you ask me, it's about time for a red line. There hasn't been a very clear line in the sand Russia can't cross and that's what allows them to continually prod and poke and provoke up to destroying a dam without repercussions.

      There's video of Lindsey Graham and Richard Blumenthal stating as such. I apologise, I can't provide a source at the moment due to my location (regionlocks) but you should be able to find it.
