As a Romanian I have my own reasons for hating Orban (mostly for trying to not-so-subtly claim Transylvania belongs to Hungary), but it's clear his actions are harming the EU as a whole, and personally I would love to see this succeed.
I have low confidence that this will succeed though - my understanding is that all member states except Hungary have to agree to it, and it's extremely likely at least one member will not vote yes, be it because of pressure from Hungary (or - tinfoil hat incoming - Russia even) or to win political favor from them, or just for any reason at all. At this point anything is possible.
And it's not guaranteed that this vote will take place in the first place, so while it's an entertaining thought, I'd rather assume the status quo will remain for the foreseeable future.
