I can add some context here. Medellín has become a good tourist destination as the article mentions. It has warm weather all year round and visitors from first world countries would find that their money goes a long way there. And it's not just visitors in short stays but digital nomads as well. Even though the official language is Spanish, many young people are at least able to understand English to a degree and there's a small area of the city that seems to be bilingual, this is usually where tourists stay.

Some go with the intention of being sex tourists (Prostitution is not illegal), but as well not many necessarily go with the aim of paying for sex but are young, like to have sex and will nave no trouble finding it there (No judgement here) as Medellín has some renown for having beautiful women. Generally having an accent and some money are enough to get you attention by girls there. Last time I travelled I heard of many stories of tourist being drugged, which sucks, but seemed easy to work around. If you have someone that's too eager to get to your place, that's a red flag. Generally the people there looking for a more genuine connection would be happy to meet for a few dates in public places and if someone flips out when you mention that, then you should avoid them.

It is a beautiful city and I'll be going back later this year.
