I'm guessing they're doing it for purely symbolic reasons or else they are attempting to lay the groundwork for their spin on Trump potentially being impeached and/or muddying the waters surrounding the Mueller investigation by associating it with impeachment proceedings.

Yes, but only if the house actually votes to impeach. And since leadership is (at the moment) against it that's unlikely to occur.
