    Does she actually have the authority to do that? I thought the PM worked for Parliament, not the other way around.

      The government has majority in Parliament (in theory) so convention is that Government sets the agenda in the House of Commons. Of course things get strange on issues where Government likely...

      The government has majority in Parliament (in theory) so convention is that Government sets the agenda in the House of Commons.

      Of course things get strange on issues where Government likely doesn't have the votes to get their policy enacted (like with brexit).

      That's just in general. There's a lot of different convetions and exceptions to how procedure works.
