The next closest being 172 killed in the 1992 Palliyagodella massacre.
If you include Tamil Tiger attributed attacks it still appears to still be #2, after the 1990 massacre of Sri Lankan Police officers in which 600-774 people were killed.
But if you go even broader and include Sri Lankan government attacks, it's somewhere in the #5 - #9 range.
