I agree with everything you said, but the photos of the post-military hummvees also jumped out at me.
What possible purpose could those vehicles serve, to a town sheriff? They provide all the utility of a SUV, but they get 12 miles to the gallon, are unfixable by most mechanics, and if memory serves from the '96 boy scout jamboree, are drive sufficiently different from most cars to be dangerous.
The mildly optimistic view would be that they're being supplied as a means for budget shenanigans, or for "tough on crime" political point scoring, without any intent that they're ever used. But...
There is no reason to have a single bayonet, let alone thousands of them, unless you plan to engage in close quarters combat with the intent to kill.
