These individuals and their immediate family members are prohibited from entering the mainland, Hong Kong and Macao of China. They and companies and institutions associated with them are also restricted from doing business with China.
Regardless of what the intent of the outgoing administration is, there is some strong evidence of this being a genocide: https://en.wikipedia.org/wiki/Uyghur_genocide...

I mean, I think that your assessment of Pompeo's motivations is probably accurate, but also in a moral world we would call out genocide as an inherent evil, rather than weigh the effect on trade / international relations. There is, of course, a world of problematic counter-examples of the US ignoring / inflicting genocidal actions both at home and abroad that undercut that, but I can't say I'm too upset about this decision.

The logic I parsed from Reddit was this is Pompeo purposefully trying to sour relations with China as they are on the way out so China will retaliate against the US and republicans can blame Biden. I admit I can see the logic and I’d believe it.
I mean, at the end of the day what’s happening is a genocide so it doesn’t super super matter the intentions. Though based on /r/worldnews responses to this most redditors think forced castration isn’t as bad of a genocide as mass murder and the real problem is people need to stop acting like this is the same as the Holocaust. To be clear: they understand that this meets the definition of genocide, they just think genocide is too broadly defined. A stance I firmly disagree with but ¯\_(ツ)_/¯ I am just reporting what I read.
Ah I see. That makes sense. But to be honest, I'm extremely glad that this is finally on the table, and I'm hoping Biden and Dems have the decency (and the balls) to follow through with this. A...

A chance for Biden to show that Dems can also be "tough with China" and not just let them steamroll Americans.
It’s worth pointing out that if Biden wanted to declare China's treatment of Uighurs 'genocide' or wanted full diplomatic relations with Taiwan, and the previous administration took the blame,...

China has now announced sanctions on 28 "anti-China politicians", including Mike Pompeo and multiple other Trump administration officials.
I wonder which other nations will follow suit.
