Mr. Governor, tear down this pay wall. The notion that scientific research funded with public dollars becomes exclusive property of a private publisher is finally being addressed. Too often I have seen a link to an interesting article only to be blocked by a pay wall.
Likewise, It used to be the the California Building Code, aka CBC, could only be accessed by purchasing a private publication at considerable expense, e.g. $200 for a binder set. The CBC is based on the uniform building code. California finally makes the CBC available without having to pay a private publisher.
I looks like it takes about 10-15 years for vested interests, e.g. exclusive publishers of public, to finally be cast off.
