Yes, they can be rather strong drugs and if you take 3-4x or more the recommended dose you are going to have a much stronger experience than most other drugs out there, but the cost to society is pretty minimal and by reducing the criminality of the drug you're going to promote a purer substance (less contaminants) as well as improve education.
