I really wish regulation weren't such a dirty word for you all over in the US, this is disgusting and there is only one solution - legal. This idea of disrupting them just means that they'll have to put some work into being back again later, it doesn't stop it.
If this were uncovered over here I'm fairly confident someone would be going to prison for it, if they could be found. I suspect that over in the US the issue would be considered civil and the unfortunately misled patients would be directed to sue.
