Sadly every bad idea can be pursued, especially if it helps bump those numbers when the real data might just say "our product is crap/we're over expanded/whatever".
Lot easier to throw money at some group like this, then have the next success take part of the credit when it's really just bad correlations.
To be somewhat fair there almost certainly is some bang for your buck when distributing content and trying to prevent piracy, but by the time you're paying for DMCA takedowns on google you're probably looooong past the point of decent returns on your spend.
