    “States do not regulate interstate commerce — the federal government does,” Mr. Sessions said in a statement. “Once again the California legislature has enacted an extreme and illegal state law attempting to frustrate federal policy.”

    Oh wait a minute. Why is it considered interstate? They are regulating ISPs behaviour on their soil.

    By definition, interstate commerce is

    Commerce that involves transportation of articles of commerce across state lines.

    No transportation across state lines occur because of this law. The zero rating affects just pricing (which is local thing), the base of the law affects pricing and artifically slowing down some websites. The act of artifically slowing websites doesn't occur across state lines, it occurs separately for each customer.
