I have to wonder if growth is even something they care about. There needs to be a default browser on Windows, so why not opt for one that requires less development on their part? I think you'll just continue to see tech-illiterate folks who stick to the default continue to make up the bulk of Edge's userbase. Is there even money to be made in the browser market? The software's free and unlike Firefox people aren't donating money to support a cause. That really just leaves place ads in the browser and selling user info to third parties. Neither of those really go over well with people and given the abundance of alternatives lacking those two things, why wouldn't someone switch? Ignorance, I guess.

Even as a chromium fork, Edge doesn't appeal to me. If I wanted to use one, there are established options out there already. Or, I'd just install chromium directly, which what I currently do to satisfy the need to test web dev stuff in Chrome.
