      I think the wording on the journalist's part is just imprecise and overly ambiguous, perhaps highlighting a somewhat poor understanding of the underlying issues at play here. I very much doubt this bill obligates Comcast to make sure that Netflix gets the exact same "speed" as their own service (unless the bill is similarly poorly written), they likely just won't be allowed to artificially slow down or de-prioritize Netflix's packets using traffic shaping.

        Yeah. Doesn't affect the traditional cable channels, but any of their own content streamed over the internet (if you have an X1 box, all the on demand is served over the internet now) can't be intentionally prioritized over Netflix data.

        I used to work for Comcast a couple years back, and there was big talk internally of moving to an all-IP architecture so that the bandwidth taken up by standard cable can be reclaimed for data, I have to wonder if this would affect a rollout of that, which is sorely needed, IMO.
