I think RCS is dead in the water in the US until Apple starts supporting it (which I doubt they will since it would undermine the advantages of iMessage).
Carriers can support it, but until all of the major platforms support it, it's not going to be something that you can reliable count on.
Heck, Google hasn't even implemented it on Google Voice yet.

Seems like mostly quality of life improvements, when I was on the beta it seemed very similar to Android P. Dark Mode will be nice.
