Following on the StarLink discussion, stratospheric balloons represent an alternative technology which could improve terrestrial Internet accessibility without orbital costs and clutter.
This appears to be Loon, LLC's first commercial agreement for permanent access, though other test agreements have been signed previously. Unfortunately, it looks like the balloons Google is deploying last only 6 months or so, and it's all going through Google.
