Getting that many phones sounds a little cost prohibitive but if it's a protest maybe you can just gather that many people.
What I'm wondering is if it requires the phone at all. VMs are a thing, I'm pretty sure I've seen Android VMs with fake sensors fed into them. Could you just arbitrarily spin up a few hundred VMs and completely reshape Google Maps-driven traffic for a city?
Wonder if creative use of this could be used as a disruptive protest mechanism, without technically violating the law.
