Yeah, this is outright fraud. I suspect that most restaurants they're doing this to are small mom-and-pop shops and the owners either don't know they can complain to the AG about it, or don't have...

They're unlikely to file suit against GrubHub because lawsuits are very expensive and long and drawn out. But I suppose if enough consumers complained, something might get done. I refuse to use any of these services so I've never run into this personally.
