I would very much hope that anyone with actually society-critical stuff - if indeed anyone is running emergency co-ordination systems or medical stuff or whatever - on AWS is already replicated over multiple regions. If we lost some businesses that is sucky for the people whose jobs that represents but far worse things can happen.
