I lurk a lot, mainly because most of the time someone has already said what I want to say, and I'm not one for repeating things unnecessarily. I also find that others are quicker at fixing tags, so I've not done much of that either.

Not necessarily. Exactly. Accurately labeling comments, helping properly tag topics, reporting issues to admins, etc... will also likely be a major part of building trust, which are things that...

It's my understanding that regular commenting/posting will be the main method in gaining trust

      Not necessarily.

it seems lurkers would be able to gain some trust/privileges through stuff like consistently, accurately reporting posts

Exactly. Accurately labeling comments, helping properly tag topics, reporting issues to admins, etc... will also likely be a major part of building trust, which are things that even lurkers can absolutely still do. And vice-versa as well, abusing labels/tags will result in trust loss and perhaps even the account permanently losing access to those features, regardless of how often they make comments or posts topics that are voted up.

p.s. It's all pretty hypothetical and theoretical at this point though... so who knows how all of it will play out or what sort of tweaking/changes will need to be made for the system to actually work well in practice.
