    This seems pretty reasonable to me. Cars bring with them a host of negative externalities (local air pollution, noise, increased pedestrian deaths, generally warming the planet) and are one of the least efficient ways to transport people.

    London has reasonably good public transport, especially given its scale (other "cities" which people often hold up as better models are tiny, e.g. Copenhagen – ~45km of metro vs 400km on the Tube – Amsterdam, Vienna, etc) but it can always be improved and this would be a good way to raise money for this. Think of it like car drivers paying reparations for the harms they cause.
