That is great for Estonia and I wish we had free public transportation where I live. There are so many cases where people in poverty sneak on the train because they can't afford to pay the fare and are issued tickets by by-law officers of over $200 when caught. What's worse is that people who look homeless are specifically targeted. Up until recently, they could also serve time in jail if they failed to pay for their ticket, which of course just kept people in poverty. Not sure how the government expected them to pay their ticket when they couldn't even afford to pay the transit fare.
