I think if you build in the sky that would work fairly well, but then people would also have to go out of their way to see it, unlike with last season's version where you could see it as soon as you came through the portal. Honestly, just building it directly on the roof again seems like the best option still.
On an unrelated note, 5.5 million blocks for my build was not accurate at all. For some reason Axiom wasn't counting the number of blocks correctly. I made a litematica schematic of the city instead and then had it output the material list to a text file. I only need 418,978 blocks so far which is considerably more manageable.

On maps, I'd love to get pristine maps of much of the overworld before much building occurs to have a kind of before-and-after map display somewhere.
I was gonna bring up a similar idea when a new thread is eventually made before server start. It would be really cool to have at least a 4x4 map of the area we choose for town before any changes are made so we can have a good before/after. If we coordinate everyone, we should be able to make maps quickly without altering the landscape at all. We could temporarily keep some logs in the trees we cut so the leaves don't despawn.
mob-spawning issues
Have you considered using froglights to make a floor on the nether roof, then put carpets on top of them? Froglights are pretty easy to get in bulk.

If we do start in the nether, it likely would take less than an hour for us to get a portal set up. But as @secret_online pointed out, spawnproofing a town would be a nightmare.

GravySleeve Link ParentIt doesn't really take long to get out tbh, they managed it pretty quickly despite many of them being careless about dying. Getting the flint and steel is the hardest part, but you also use fire...It doesn't really take long to get out tbh, they managed it pretty quickly despite many of them being careless about dying. Getting the flint and steel is the hardest part, but you also use fire charges to light the portal. I don't think it would be challenging enough to merit doing another standalone server. But I thought if nothing else it could lead to some fun discussion. For example it would honestly be really cool to see a version of Tildestown set in the nether.

So everyone started fresh in the nether this season and worked their way back to the overworld via piglin bartering for obsidian and looting a nether fortress for flint and steel. Seems like it could potentially be fun to try if others are interested.
