Many fledgling companies go bankrupt, sure, but when a company is found to do irreparable harm to society or the environment, the law doesn't really know what to do. You can't put a company in jail, so what happens is the company gets a slap on the wrist fine, and the executives that made the decision get to give themselves a golden parachute since they made the company so much money during that short term.

It certainly requires a lot less handholding than most games, but the skill ceiling is practically unlimited. Really takes the best elements of retro arena shooters and expands upon everything. There's tons of YouTube videos explaining the headrush of discovery that ultrakill provides but highly recommend to any fps lovers.
I'm pretty sure they've shown an option to have all milestones unlocked when you create your city, and even without that passing all the milestones should give you enough development points to unlock everything. I think this is a great move to simulate the decision making process that real cities have to make without making it too complicated and encourages creating a story with your city.
