I've been a software engineer for 5 years and I still can't fathom what goes through another engineers head when they decide to design something that will only work in IE. It's been 15 years since IE was the dominant browser. Writing code that only works in IE is honestly harder than writing code that works everywhere else. Upgrading these apps to support browsers that weren't used by the dinosaurs can't possibly be more expensive than continued decades of Windows licensing, especially since that old software is probably being maintained by someone anyways.
In my experience, most programmers never "decide" to design anything to a bad spec, it's nearly always project manager incompetence that leads to bad design.

I recently worked on integrating some systems into a brand new, multi-billion dollar research hospital which had it's BMS contracted out to a multi billion dollar multinational... activex......

And this was right around the time when wannacry went down and fucked over many in the healthcare industry. How the actual fuck are they supposed to keep their systems updated, if we're installing BRAND NEW facilities with obsolete shit running the place?
