    The report states that they were "released on bail Tuesday without being charged in the felling of the iconic sycamore". If they've been released without being charged, how are they released "on bail"? Sounds like they've got away with it and have just been "released". Such a shame, they deserve to see consequences for depriving the country of such a landmark, but I cannot think of a suitable punishment. I've read that even if the tree grows back as if it had been pollarded, it would take more than a lifetime. So no living person will ever again see that beautiful scene, that's a terrible crime. I know there's much worse things happening every day, but the act is such a symbol of our times, I feel.

      It's really strange wording, I can only guess that they've been charged with something else. Maybe they were charged for a related crime or even just a different crime that naturally drew...

        Police in the UK can only hold people for 24 hours (usually, there are some exceptions). By the end of 24 hours you must either charge or release. Under certain conditions you can be released on 'Pre-Charge Bail' where they can set limitations on what you can do, for example you can be banned from leaving the country, or from contacting a victim or witness etc. During this time police will continue to investigate the crime and can re-arrest for further questioning at a later date. This is totally distinct from the form of paid bail after charge in the US.
