Here's a chart of the wealth fund's growth. It was $1.18 trillion in US dollars for 2022, and their investments went down last year like everyone else.

This chart shows inflows. It's at $333 million (converted to US dollars) for 2022. I'm guessing it comes from oil and gas profits? The inflows are more stable than I'd expect given the fluctuation in oil and gas prices, so perhaps I've misunderstood something.

For comparison, the Alaska permanent fund dividend is normally around $1.1k per person, so with about 630k residents that's $693 million distributed per year. Last year the legislature decided to raise it to $3284 per resident (including a special $662 energy relief payment).

The graph shows the current value of the fund, and where the money stems from. So out of the 11.7 trillion NOK it's currently valued at, it claims that only 3.3 trillion stem from inflows, and the vast majority from returns on investment.

The way they arrive at this number is whenever we spend some of the fund, that amount is taken from the inflows part of the fund, never from the returns or krone rate parts, which to me seems like strange accounting. They changed the graph some time last year, and there was a very brief debate about it, before the newspapers realized that no-one cared, and moved on.

Thanks! It sounds like the inflows are the amount of oil and gas money that isn't spent? Is there some other chart showing the amount of oil and gas money that is spent each year?

I looked around, but couldn't find a good chart showing spending. But the article does mention handlingsregelen.

A budget rule introduced in 2001, the Handlingsregelen, allows only a small percentage – previously 4%, now 3% – of the fund’s calculated annual return to be put back into the state budget.
