I played Territories3069 back in the early 2000s. I miss that game immensely. But I think it's mostly because of the reminiscent value it holds. I loved that game.

Does it work on mobile?
It's a web app that's not super friendly on mobile, but I have used my phone to issue commands before when I wasn't at my computer.
Does ok in Firefox on Android. Wouldn't want to do for everything, but for a tick or two pretty decent.
I think I played an earlier incarnation of this game, years ago. Neat that it's still alive.
