I'm surprised they included so many Cities Skylines transportation DLC's in the new one, but left out bicycles/bike lanes. I rather trade in trams for bikes, but at least we can all safely guess...

I assume bike lanes won't be delivered as DLC but get revealed in one of the following 14 sneak peaks to be present in the base game. (I believe 17 are planned?) DLCs will likely be some special...

DLCs will likely be some special convulated industry and market systems, leasure options like roller-coaster parks, and some futuristic stuff, which all comes with some extra roads and paths to add to the ones present in the base game.

Also the feature schedule for these videos has been already released. If they were going to show bikes I would've expected it in this video as none of the other ones make sense to have it in.

EDIT: Did a quick lookup and seems they already confirmed via Twitter bikes will not be in the base game. For those of you who can't see the post, it's from ColossalOrder and states:

Unfortunately, we will not have bicycles at the release, but they haven't been forgotten. Let's see what the future brings once the game is released and we continue to evolve it.

An integral part of a city’s inner workings is public transportation. Expand as the city grows from buses and taxis to other transportation systems such as tram and subway networks.
