Really, the current Fallout engine is really poorly designed for a PVP FPS experience anyway. I'm not surprised they worked from a hacky version of the FO4 engine, but it was very much the wrong choice to use as the basis for a multiplayer survival game with PvP.
Fallout's engine ever since FO3 has been a cobbled together mess. Probably a product of Bethesda trying to marry RPG elements with shooting while also trying to include legacy systems like...

I figured they'd be able to stabilize things for FO76 because they'd have to defer to that legacy less but from the looks of it it's actually worse of a clunky mess.
