That's not a very well designed survey, but I guess a child isn't going to remember very well if they had screen time x amount of time before bed. Blue light messes with the circadian rhythm, and this is why if you're having troubles sleeping one of the first culprits is using a phone or other device immediately before going to sleep.
I also worry that a study like this, especially when presented in a news article, will detract from the other issues that so much screen time might be causing. I don't want people pointing at this and saying "see, it's okay my 4 year old spends 8 hours a day in front of an ipad". Children, especially very young children, that spend time in front of a screen instead of interacting with other people might have compromised their social learning. There's still a lot of studies that need to be done to really understand this effect, but I think the age old adage of "everything in moderation" applies here as well.
