The Alameda County order is a little clearer on some of these points, but misses carve-outs for compassionate care or freedom of the press. Why does it feel like Gavin Newsom is scrambling to catchup?

Yea the LA order had a good three and a half pages of exemptions listed, and many of them are sufficiently vague as to have a reasonable excuse to be out and about if you actually need to be. To an extent anyways. I feel like all of this was very rushed, especially the delivery. The vast majority of people I've talked to in the past 24 hours (which is way more people than I normally interact with in a day) had no concept of what was allowed an what wasn't. There was a run on the stores today, lines out the door (pretty much exactly what we don't want people doing -- standing in long lines together for hours on end) because there's a widespread impression that today is the last day I have to get stuff done! Just... awful delivery. I understand why it was rushed through, and I think the sooner the better with this sort of thing. But there is so much uncertainty and grey area. Best I can hope for is that everyone takes the weekend to sort through it all, settle in, and try their damnedest to be good to each other in spite of the chaotic emotions running rampant.

Because his executive order was approximately 1 page, where as the county orders in the bay were multiple pages with clearly explained exemptions.
He's playing catch-up because he's not leading anything here, he's trying to rapidly adopt what was done up here because it's becoming increasingly clear that this needs to be done.

An exception for "except as needed to maintain continuity of operations of the federal critical infrastructure sectors", where "food and agriculture" (i.e. grocery stores) is one of those sectors, obviously includes the customers. There can be no "continuity of operations" at a grocery store unless they're selling food, and they can't sell food without customers. Since we have self-checkouts, the customers are arguably more important than the employees.
