As a Columbusite, this article seems very, very spurious. Citing the free press as a primary source is pretty wild. Don't get me wrong, I love that weird little newspaper where you can go from reading a Bexleyite libertarian's plea to end all taxes, to the monthly agenda of the Ohio Communist party at the flip of a page...but it's not really anywhere near the realm of news, and the reporting can be pretty looney tunes.
The claim that the folks who run the Franklin county BoE had it out for Kerry also doesn't hold water. The leadership for that board, like the vast majority of governing boards in the greater metro area, is largely made of up Dems in the legal profession.
The SoS purging voter registrations and generally using the office to overtly thumb the scale for Bush is absolutely true though. The entire SoS office in Ohio has entirely too much control over form and procedure which has been used half a dozen times in my short life in order to suppress votes or downballot candidates.
Fair enough.
I originally found this out by this truthout article from 7 years after the incident that someone linked on r/politicaldiscussion and I kind of distrusted it because I didn't like the name 'truthout' (might as well be a conspiracy site if you're uninformed like me), which appears was the wrong decision.
