I have a lot I could say on this topic, but the only thing I'll add is that charter schools aren't necessarily a focus of Teach for America simply because of policy. Because charter schools are notorious for having very high turnover rates, they therefore have proportionally more open positions than district schools. While I do believe TFA is a big proponent of the charter school movement, I also think some of their placement decisions come down to simple pragmatics: schools that lose larger numbers of teachers will naturally have more positions to fill.
