It's a Magicband. It's your hotel key, your park ticket, your fast pass. This particular one is of Figment, the original mascot of EPCOT Center in 1982. When you scan it, it lights up and plays a jingle of "One Little Spark " from the original version of "Journey into Imagination". Figment, this purple dragon, was voiced by the late Billy Barty. This particular Magicband was a limited edition to celebrate Epcots's 35th anniversary last year.

I've been a huge fan of Figment since I was 10 (am 34 now), so I'm very envious.

Do you get to keep it after you leave the park?

If you do, I wonder how many people have tried messing with it. I'm guessing it's just RFID?

Yep. You get one per person for free any time you book an on-property hotel or buy/renew an annual pass, though if you want a fancy one like the one in OP's picture you have to buy those on your own (they sell them in the parks and at other stores Disney owns). The free ones are just solid colors. I have three or four of them sitting around in a drawer from various family vacations.

They're actually pretty neat. You tie them to your Disney account, so you can use any of them that you have or your park ticket for the same stuff. Some of the the rides have interactive stuff that will scan your magicband and use your first name on something like a poster on the wall.
