Truthfully though, I think the "euro" part of both is hurting their reputation. Canada, as you said, is a perfectly viable ally to the middle powers of the world. The EU with Canada and other Commonwealth countries should be more than good for each other. Carney's speech made a whole lot of sense but I've seen little follow through anywhere. This Eurovision participation, even if it's stupid, is the first move I've seen resembling closer ties since that speech.

As for frivolity, the news cycle basically tells us that our lack of spending is why we playing catch up. I doubt that the current government would spend the last year making defence spending a major tentpole issue just to ditch it.
