Dschinghis Khan - Moskau was robbed by the experts. It didn't make the shortlist picked by the experts even though it's clearly one of the top 3 Eurovision songs of all time.

(It didn't win the contest in 1979 though, which may have meant it wasn't considered for this. Gali Atari & Milk & Honey won with the song Hallelujah, which really doesn't stand the test of time. It's definitely among the bottom third of Eurovision winners in my opinion).

I'm not sure how one measures "greatness" in a song, I suppose people voted for their favorite. In terms of perennity I'd say Volare (which didn't reach nr. 1) did better than Waterloo, it was covered by everybody from Louis Armstrong to David Bowie, and covers are still being issued 60 years on. While I much prefer Waterloo, I'd say I hear Volare 2-3 times a year, as background music in a restaurant or some Mafia movie where it's played at a party.

Oooooh "Poupee De Cire, Poupee De Son" and "Fröken Ur Sång" too...

Fröken Ur Sång (Titti Sjöblom) (1970's same local selection as Waterloo so got crushed ):

Poupee De Cire, Poupee De Son (France Gall):

EDIT: UNRELATED BUT WORTH IT! "Der Computer nr. 3" with France Gall from 1968 - basically Tinder but seen from 50 years ago :)

EDIT TWO: During the Eurovision when ABBA won (IIRC) - there was an alternative Swedish one due to the fact that it would be hosted by Franco's Spain where one of the best contributions was the tongue in cheek Swenglish+Gothenburgian, "Sillstryparn" and "Doing the omoralisk schlagerfestival" (Translated the artist is "Herring Strangler" (referencing Franco's favourite execution style of garrotting political enemies why they say "Or as the Spaniards call it "Garrotta de Ansjovis"") and "Doing the immoral Eurovision") with lines like "They sing about the Spanish sun but garrotting and murder they don't give a fuck. Swinging that fascist bitch skirt. Here comes Abba, with clothes out of plastic just as dead as canned herring"
A classic progg song from the 70's made by the band Nationalteatern ("the National Theatre") - the Swenglish should be fairly appearent with the extra hard Swedish accent for the blended in English words like "Issa a van, issa a too, issa a van too tree fooor!"
