Somewhat related to an article I posted earlier this week (Aid is the next battleground between China and the West). By restarting aid and investment in Ethiopia, the US may be hoping to grow influence in the area to counter the investment that China has made in infrastructure in the region.
I wonder if Ethiopia had to agree to start fixing the gap between the black market rate and official market exchange rate for usd in order for this to happen.
