I'm continuing to be impressed with these changes coming out from our government surrounding gun legislation. The changes announced in tranche one are going well with the gun buyback program already in swing, and the sole dissenting opinion in parliament is from the one libertarian outlier who was never going to agree with any of this anyway. These changes include:
Establishing a firearms register
Make owning a gun a "privilege" that comes with obligations
Tighten the rules to obtain and keep a gun licence
Tighten the rules for gun dealers to get and keep a licence
Require licences to be renewed every five years
Not allow visitors to purchase guns in New Zealand
Introduce a new warning system for police so they can intervene if they have concerns about a licence holder's behaviour
Introduce a licencing system for shooting clubs and ranges
Set up an expert group to advise the police on firearms
Introduce new advertising standards around guns
Require licences to buy magazines, parts and ammunition
Increase penalties and introduce new offences
Sadly, one tragedy like this is too many and our gun laws should've been tightened further years ago. Hopefully these changes pass and tranche three will be announced at some point.

Seriously: we already have government registers which link motor vehicle engine serial numbers with owners, and any mobile phone can be tracked to its original buyer via its IMEI. Doing the same for guns is not going to bring about the apocalypse.

I believe the concern is that if the government does ever get it in their heads to do a nation-wide confiscation of firearms, they would need a nation-wide registry to do it. So it's more of a defensive effort to make it logistically impossible to do the latter by barring them from doing the former.
From a Realpolitik perspective it makes sense if you're the type of person who thinks being able to cosplay as a macho badass operator supercedes all other societal concerns.
