Madagascar President Andry Rajoelina said he was ready to find solutions to the problems facing the island nation, but ignored calls for his resignation by the nationwide youth-led protest movement. He disbanded the government late on Monday in an attempt to quell public anger.

Some additional context about One Piece: the setting involves a unified World Government that's highly corrupt and evil. Their corruption is the direct and indirect cause for many of the main characters' traumatic back stories, including one character being the sole survivor of an island completely obliterated by the government to suppress information.
While the main characters aren't revolutionaries themselves (and often vehemently protest being called "heroes"), the story's set up basically guarantees that they'll play key roles in overthrowing the World Government. They've already played key roles in defeating multiple corrupt figures ranging from corrupt Marine officials (basically police) to pretty much waging and winning three revolutions by defeating the arc's big bad. For selfish reasons (mainly to help friends rather than help the oppressed country), but the results are the same.
So, it makes a lot of sense so many people are using it as a symbol for revolution.
