This ArsTechnica article mentions that Louisiana has a similar law that uses a digital wallet system for PornHub to verify age which seems to work. PornHub's response to Utah was because they understandably don't want to be forced to handle all of that PII in the form of direct copies of IDs.
As I understand it the Utah law also forbids storing the PII, so they'd have to set up a system to verify Utahans every time, ensure safety of PII during verification, then immediately purge it.
