I was expecting that maybe it was the same people pushing this as pushing chat control since their chat control efforts falter, but apparently it's Russia. I guess the motivation for Russia is to make their local censorship more defensible if everyone else is doing it too?
Based on the cross border spying stuff, it's probably also highly supported by states that are trying to keep their citizens from going to other states for medical procedures illegal at home.
