Suggestion: a simple table of contents

I think it would be awesome to have some markdown to create a simple table of contents for longer posts!

    Adding a ToC feature to the Wiki pages was added to gitlab by Deimos a few months ago, and IMO having the same available in topic text as well could be handy, so I added a comment on that issue...
