There probably are fingers to point as far as the overall state of US infrastructure but when a tanker truck catches fire under a bridge there is but so much you can expect from the structure. That said, I am powerfully reminded of the fact that the United States used to build and launch aircraft carriers in a weekend. I-95 in Phily is a major roadway and having it out of commission for months is unacceptable. Part of maintaining infrastructure is having the ability to replace and/or repair it in a timeframe appropriate for its importance.
That map, by the way, is exactly why Democrats are putting up with Joe Manchin's bullshit.
I don't know that Buttigieg's political futures have changed that much as a result of his time at DOT. Right now these seem like big issues but, in the long term, transportation infrastructure is some EXTREMELY wonky stuff. Without Googling, who was Sec Trans under Trump? I'm a giant politics nerd and I couldn't remember (it was Elaine Chao, who is also Mitch McConnell's wife. Her elevation to the post was a minor scandal and I still didn't remember).
Point being, Pete isn't going to be in any national elections until at least 2028 and probably not until 2032. That's a long way off.

To be fair, Trump's cabinet was basically a revolving door. I think Ben Carson was the only one to stay in his post for the whole time.
That aside, I agree this likely won't hurt Pete's career in the long run. I don't think cabinet members usually get a lot of attention from the public, and it's not as if he's doing a horrendous job. I feel like he's getting more attention than the secretary of the DOT usually would purely due to his popularity in 2020, so right-wing media is looking for any opportunity to throw dirt on his name.
At the very least, if the last few years have taught me anything, it's that the bar for politicians is very low. He's personable enough that he'll garner plenty of support.
